Professional Interests

John J. Carroll, Ph.D., is an Assistant Professor for Public Administration with Nova Southeastern University’s H. Wayne Huizenga School of Business and Entrepreneurship. He previously served as the Academic Coordinator for the Public Administration and Emergency Management degree programs at Barry University. With over 32 years of public service, Dr. Carroll is a retired Deputy Sheriff Major and a veteran of the U.S. Air Force. He was appointed to the Broward Sheriff’s Office in 1984 and assigned to numerous operational and administrative positions throughout his career. As a manager, he was responsible for the policy process, planning, applied research, and accreditation for the agency. He was one of the architects of the current NSU/BSO Program, a unique educational partnership to conduct research and develop future public safety leaders.

Dr. Carroll has published in refereed journals, made paper presentations to international academic and practitioner conferences, and published book chapters. He has taught undergraduate and graduate classes, executive/supervisory leadership, career development, inservice training, and adult vocational courses. His research and teaching interests include public administration from the “prac-ademic’s” perspective, criminal justice, public policy, emergency and crisis management, organizational theory, leadership and management, budgeting, and the history of public administration.
